Terribly saddened to learn of the passing of Chief Phillips. His leadership was as dynamic as his personality. Bruce could and usually did, command the center of a room just by his presence. I valued his opinion on a variety of issues during my time as chief of police in Middletown Township and worked closely with him on issues of mutual interest. His advice was always sought and welcomed during my tenure. May the prayers and memories shared by others bring a measure of comfort to the family in the days, weeks and months yet to come. Bruce was a very dear and close friend of mine when were in high school. He overcame a physical handicap and was an exemplary athletic. Bruce had that determined attitude, bordering on obsession, to win, win, win. His positive attitude and leadership were infectious.
